The Saudi Ministry of Hajj has announced a new directive for those entering the country on an Umrah visa, making it clear that this visa does not permit them to perform Hajj. This directive was communicated through the “X” platform, emphasizing the importance of adhering to visa conditions and ensuring that visitors vacate Mecca before their visa expires. The Ministry of Interior has introduced strict penalties for those attempting to enter Mecca without a Hajj permit. From June 2, 2024 (Dhul Qada 25, 1445), until June 20, 2024 (Dhul Hijjah 14, 1445), several penalties will be enforced:
- A fine of SR10,000 for anyone found in Mecca or specific holy sites such as:
- Mina
- Arafat
- Muzdalifah
- Key transit points like the Haramain train station in Rusayfah
Repeat offenders face even harsher consequences:
- Fines up to SR100,000
- Expatriates risk deportation and a reentry ban, with the duration determined by law.
- Transporters of violators could face:
- Up to six months in prison
- A fine of SR50,000
- Vehicle confiscation
- Regulated Pilgrimage: Ensuring that only those with the correct permits can perform Hajj will lead to a more organized and manageable pilgrimage experience.
